I should be able to improve my post count today - need to make some decisions on if I want to apply for this first round of jobs that were posted.  All 3 would be 1 notch above me(so my boss's level)

Well there is no better place than right here to get wise advice on such decisions! 

Yeah it's a tough spot - I don't meet one of the management qualifications, and honestly, I don't really want the job.  It's a lot of 'shit' to clean up - but then again, am I not ambitious if I don't apply?  Hard call to make.

If you meet all the qualifications of a job you are looking at, you are overqualified.  Need to stretch a bit and broaden your horizons. 
I would say yea, probably true about the "if you don't apply" part.... don't know how many shots you will get. 
The other thing to remember is you are not getting married... this opportunity will hopefully lead to others, so you won't be there forever either.
