Bacon is a no brainer... taco in a bag? Never heard of it. Like tacos though. This a protein version without the tortilla? Pour it down your throat hole.
Essentially: take a bag of doritos, crush them up, add taco meat, lettuce, hot sauce/salsa, sour cream, jalapenos, etc, and eat...tortilla-less taco is a good way to think of it.
Your chef is a fraud, those are and always have been Frito Chili Pies and the idiot just used the wrong kind of chips like he re-invented it or something.  They are NOT Tacos!
Frito chili pies = Bowl + fritos on the bottom, then add meat/chili, then add cheese, salsa, and the rest of the fixin's.
In the day and sometimes still they  simply open a small bag of fritos and put the stuff on top of them right in the bag.

My dad, who is pure Texas, is obsessed with frito pies...never makes chili at home without a bag of fritos incorporated
Your dad is a wise man, in Louisana we ate rice in our chili most of the time but in TX you don't usually cook chili without some frito's.  I usually prefer Louisiana style food but in this case I am a Texan all the way.

Honestly don't recall capris for the 80's. Unfortunately, I do remember the parachute pants and the cavarichi's.(sp?)

This recipe is just wrong! 

Ingredients
2 tablespoons vegetable oil
2 onions, chopped
2 cloves garlic, minced
2 tablespoons chili powder
2 tablespoons sweet paprika
1 1/2 teaspoons ground cumin
1 teaspoon ground allspice
1/2 teaspoon ground coriander
1 1/2 teaspoons ground cinnamon
1/4 to 1/2 teaspoon cayenne pepper
1/4 teaspoon ground cloves
1 1/2 pounds ground beef chuck
Kosher salt
1 6 -ounce can tomato sauce
1 cup diced tomatoes
1 bay leaf
2 tablespoons chopped unsweetened chocolate
1 tablespoon cider or red wine vinegar
2 tablespoons Worcestershire sauce
Freshly ground pepper
12 ounces cooked spaghetti
1 19 -ounce can kidney beans, drained and rinsed
