Why am I getting a bad feeling about this cash only rental deal for Dean?....what could go wrong....?

Committing Fraud against government benefits is the term for that, a Felony.

Exactly... you're supposed to exploit the legal loopholes in the system for tax benefits. 

Unfortunately that is neither a loophole or legal.

Although that is true, I'm sure there are plenty of retired folks who are not reporting all their additional income... which would technically be fraud as well.
