I think it is just based on how many people were moved to each state by members of the Van Lines association or maybe even just United Van Lines.

I'm most surprised by Vermont. Based on how small it is, where do they put everyone?
Small but mostly unoccupied so more room than it might seem like, funny thing a strange bird that worked with my wife some years back retired early and moved up there.
Yeah, brief interweb search shows it's 45th in size, but middle of the road in population density. Interesting stuff. Though, SD sounds nice. Only 11 people per sq mile.
And just think how lovely the weather is this time of year....through April.
