Well, it doesn't require much expertise. Think of Frank Sinatra, Dean Martin, Johnny Mathis, Sam Cooke, Otis Redding, Aretha Franklin, Elvis, Mick Jagger, Rod Stewart, Jim Morrison, Tina Turner, or Bono. What do you call them? Singers, right? Genre aside, Sinatra almost singlehandedly defined a particular approach to singing that was at first reviled by "proper" singers, who gave his style a derisive name - "crooning." But over his career, he transformed that word into an endearment and a genre, which Tony Bennett, Dean Martin, and Bobby Darin imitated, and is now famously carried on by Harry Connick, Jr and Michael Buble. Jim Morrison is famous among rock royalty for applying Sinatra's style to rock and roll with the Doors, and that was a key part of how the Doors joined rock's elite. Hendrix, Garcia, and Clapton could carry a tune, but nobody's imitating their singing.
So, I'm puzzled how whoever created the birthday list knows Trey Anastasio, but lists him as a singer. Like others, he can carry a tune, but nobody's imitating his voice. The band he made his career with, Phish, were famously disciples of the Grateful Dead, and together with the Dead they defined a whole genre - "Jam Bands." Scat singing aside, you don't "jam" as a singer, that's an instrumental thing.
