Texas, I believe, has the TABC which forces anything above 4% to sold as an Ale and anything below as a Beer and they restrict various terms like "strong" or "pale" and whatnot. As a result, some beers get made differently on a regional basis. It happens all the time on the global platform. Guinness is supposed to vary quite a bit, depending on what country you order it in. But that's just the company catering towards a country's regulations or "national tastes."

Oh, and it also goes towards where you buy the beer. A number of states have ABV caps on what can be sold in gas stations and supermarkets (3%) as opposed to a regular liquor store. So that's also where the lower ABV stuff comes from.
