A bill in the South Carolina Legislature that would leave all tobacco-related legislation to be decided at the state level has advanced out of the House of Representatives, passing on Wednesday by a 69-37 vote.
H.B. 3274 seeks to amend the state’s law “so as to provide that political subdivisions of the state may not enact any laws, ordinances, or rules pertaining to ingredients, flavors, or licensing of cigarettes, electronic cigarettes, tobacco products, or alternative tobacco products.” Laws that were on the books as of Jan. 1, 2019 would not be subject to the preemption that the bills seeks to impose.
