How come the car manufacturer can't offer lifetime warranty on breaks (including pads) but Pep Boys can?? 33,000 miles and it cost me $825 for rear rotors, pads, and an oil change.

It's not that they can't, it's that they won't. Look for a video by Elon Musk about why it's so hard to start a new auto manufacturing company. Manufacturers make most of their money selling parts to service their existing fleet. The cars themselves have very little margin. Pep Boys makes their money servicing most existing fleets, so they can be more flexible.
And don't get me started on Minis. I wanted one, until my son got one. He does all his own work on his, because he's amazingly smart and clever. But even he says, "Just say no to Minis, unless you're leasing and trading it in every other year."
