Of course they can. They were supposed to continue I-95 north midway between exit 4 (Rt. 31) and exit 5 (Rt. 206) You can still see vestiges of off-ramps. Well NIMBYs stopped that so we now have I-95N now magically turning into I-295S without much warning. Then NJ Tpk magically turns into I-95....except for the parts that are Rt. 1.Can they make it anymore confusing?
