I could see where that would be a problem on multiple levels.  If you allowed drinking outside of the site, it would probably be considered a bar (don't think you can have a liquor store operating a "lounge").  Not State stores operate as bars that I know of.  I side with the lady on this issue.

Here in NY State most of the lounges that serve liquor are private. Or they operate under the pretense don't ask don't tell.
